Mike Harper was appointed as ALDOT’s Deputy Director for Operations effective August 1, 2012. Prior to his appointment, he served as the Assistant Chief Engineer for Operations.

Mr. Harper earned his bachelor’s degree in civil engineering from Auburn University in 1969. He is a registered professional civil engineer in the state of Alabama.

His duties include the administration and oversight of the bureaus of Equipment, Construction, Maintenance and Materials and Tests.  Mr. Harper coordinates with the operational bureau chiefs and nine division engineers in establishing and carrying out the department’s policies and procedures.  In addition, he reviews and recommends approval of additions and deletions to contracts; reviews and approves engineering-based changes on construction projects and maintenance work; consults with members of the road building industry to improve quality of construction methods and materials as well as ways to improve production in contract work to improve cost effectiveness and efficiency.
