The Planning section is primarily responsible for developing statewide transportation plans and assisting local Planning Organizations (MPO’s) in the fourteen urbanized areas of Alabama, helping develop comprehensive, cooperative and continuing transportation plans as required by USC Title 23, Sec. 134 AND Sec. 135. These Planning areas are Anniston, Auburn/Opelika, Birmingham, Daphne, Decatur, Dothan, Gadsden, Huntsville, Lillian/Pensacola, Mobile, Montgomery, Phenix City, Shoals, and Tuscaloosa.

Further, the Public Transportation Section is responsible for administering rural, elderly/disabled, and urban public transportation programs pursuant to Legislative Act 82-456.

Urban public transportation planning is administered through the Planning Organizations (MPOs). MPOs are composed of local officials and exist in the urbanized areas of Anniston, Birmingham, Florence, Gadsden, Huntsville, Mobile, Montgomery, Phenix City, Tuscaloosa, Decatur, Dothan, Auburn/Opelika and Lillian. Local providers of public transportation are located in 50 counties within the State.
