PDF document icon 4-97 Densities on Bituminous Concrete Wearing Surfaces 11/19/1997 The purpose of this CIM was to clarify placement rates vs. density requirements. Reference was made to Subarticle 306.03(g) and GFO 6-10, both of which have been revised since the CIM date. The CIM is now deemed inactive and current guidance for this topic is contained in the referenced specification and GFO.

PDF document icon 3-2015 Post-Letting Modifications of Section 408 Requirements 04/30/2015 This CIM was a reminder to enforce the requirements of 408.03 regarding the time period allowed to cover a milled surface. When the CIM was written, the specifications were very restrictive and required that a milled surface be covered within 24 hours, which resulted in requests to waive the time limitation. The specifications were later revised to allow significantly longer time periods (7 days for planed surfaces and 30 days for micro-milled surfaces). These substantially more lenient periods resolved the issue of time limitations being modified after letting; therefore, the CIM has been deemed inactive.

4-2020 Revisions of SPD 325 for Guardrail Height Adjustment 10/6/2020 "The intent of this CIM was to call attention to revisions of Special Project Detail 325. Since this drawing has been in effect for over three years, I recommend the CIM be deemed inactive. There are no specification changes needed, nor do I see any particular language that needs to be added to the CM. Note: the composite blockout that was mentioned in the CIM (brand name "Mondo") was shown on List II-17 at the time the CIM was published. It is now shown on List II-32."
4-2019 Guardrail Height Adjustment 07/17/2019 Special Project Detail Index 325 has been revised and Section 631 matches the language in this CIM; therefore it is deemed inactive.
5-2019 Contrasting Stripe on Concrete Pavement and Bridge Decks 09/2/2019 The guidance provided by this CIM is now shown on numerous striping drawings; therefore, the CIM is deemed inactive.
8-2019 Details of Reflectorized Markings to be used on Mainline and Ramps 12/30/2019 This CIM has been deemed inactive since its only purpose was to announce the standard drawing revisions.
2-2019 Portable Changeable Message Signs 06/10/2019 The specifications, current drawings, and MUTCD act as sufficient guidance to the Areas regarding the use of PCMSs; therefore, the CIM has been deemed inactive.
2-2018 Section 105 Shop Drawings and Working Drawings 04/16/2018 The guidance of this CIM has been included in CM 105-2 Plans and Drawings and in CM 109-7 Partial Payment.
6-2018 Unannounced Independent Weight Checks and Scale Inspections 06/25/2018 Independent Weight Checks is no longer in practice. This CIM is therefore inactive.
9-2018 Deletion of Traffic Control Note 739 11/13/2018 The note referenced in this CIM has been deleted so the CIM is no longer needed.
10-2017 Article 405.03 (c) Preparation of Existing Surface 10/16/2017 This CIM was written to call attention to 405.03(c). Given it being active for 5 years, it is now deemed inactive.
7-2017 Crash Reporting Requirements 07/28/2017 This CIM has been deemed inactive since its only purpose was to serve as a reminder of the Traffic Control Procedure's crash reporting requirements. Crash reporting requirements are also addressed in CM 107-13.
3-2017 Definition of Contact Amount 03/06/2017 This CIM has been deemed inactive since the specifications and CAMMS now define and calculate "contract amount" properly.
1-2017 Final Estimate Documentation 02/01/2017 This CIM has been deemed inactive since its only purpose was to announce the addition of new (at the time) Section 2.8 of the Construction Manual.
4-2016 Mobilization Payments 11/28/2016 This CIM provided guidance and explanation of the changes in mobilization payment as shown in SP 12-1799, effective Aug 1, 2016. The SP language was later incorporated into the 2018 spec book. Since project personnel have been following this payment method for several years, the CIM has been deemed inactive.
2-2016 Subject Standard Specification 529 - Retaining Wall Payment 10/03/2016 The intent of this CIM was to clarify the method of measurement and payment as contained in the specifications for Retaining Walls. The CIMis no longer needed and has been deemed inactive.

1-2013 Time Charges - No Charge Reasons 04/30/2015 No charge reasons are provided in CAMMS for the PM and a similar list is kept in the CAMMS Policy and Procedure for Diaries; therefore, this CIM is now inactive.
3-2013 ATRIP Contract Closeouts 11/13/2013 The ATRP closeout process described in this CIM is well-known and used consistently among the Local Transportation Engineers; therefore, this CIM has been deemed inactive.
3-2007 Form FHWA-47 Statement of Materials and Labor Used by Contractors on Highway Construction Involving Federal Funds 06/28/2007 When the FHWA withdrew the requirements for FHWA Form 47, this CIM simply announced that discontinuation; therefore, this CIM has been deemed inactive.
2-2009 Work Performed and Progress Based Pay Items 10/13/2009 This CIM is deemed inactive due to its incorporation into GASP NO. 22-ga0010(2).
2-2005 Renewable Contracts 11/04/2005 It is unlikely that renewable contracts will continue to be used as described in this CIM; therefore, this CIM has been deemed inactive.
5-2003 Stored Materials 10/27/2003 This CIM is now addressed in section 109.07 of the spec.

1-96 On-Site Detours on County Projects 01/16/1996 Special Drawing GA-630-13 was eventually corrected; therefore, this CIM has been deemed inactive.
4-96 QC/QA PayFactors for Air Voids 06/13/1996 Section 429 mixes are no longer used; therefore, the CIM is obsolete and has been deemed inactive.
5-96 Materials Substitutions on Construction Projects 06/13/1996 Section 106 states that all materials must be approved prior to use, which would also apply to any substitutionary material; therefore, this CIM is not needed and has been deemed inactive.
1-94 Wetland Mitigation Plans 02/02/1994 The Corps or Engineers no longer allows on-site mitigation; therefore, the CIM is no longer applicable and has been deemed inactive.
2-92 Overrun of Plan Quantities 02/02/1994 This CIM is obsolete and has been deemed inactive.
3-92 Standard & Special Drawing Designated Quantities 06/25/1992 This CIM is obsolete and has been deemed inactive.
1-91 Stakeout of Highway Lighting Systems 02/05/1991 The Statewide Roadway Lighting Inspector on staff with the Maintenance Bureau continues to review the location of luminaire poles prior to the work beginning. In order to assure that this review process continues, the preconstruction meeting invitation in CM 108-4 of the Construction Manual will include an invitation to this staff member. The CIM is now deemed inactive.
7-90 Inspection of Signal Equipment 10/25/1990 The Maintenance Bureau Signal Shop confirmed that (when applicable) the Department's current practice is to wait until newly installed devices are connected to an in-place traffic signal system before inspection and testing is conducted. In addition, Sections 730 and 890 address signal inspection, testing, and operational check period requirements; therefore, this CIM has been deemed inactive.
2-89 Force Account Work Subarticle 109.04 (b) 03/06/1989 The process for FHWA approval of Force Accounts is addressed in GFO 4-3. The Change Request form (OE-1F) for use in securing FHWA concurrence is addressed in the CAMMS Policies and Procedures for Change Orders; therefore, this CIM has been deemed inactive.
4-88 Traffic Signal Inventory 03/09/1988 The traffic signal inventory mentioned in the CIM no longer exists; therefore, this CIM has been deemed inactive.

2-87 Contractor Detour Roads Around Posted Bridges 09/03/1987 This CIM was apparently written at a time when numerous bridges had been posted and affected the hauling operations on several on-going bridge projects. If this situation were to occur again, detours (if necessary) would be addressed on a project-by-project basis; therefore, this CIM has been deemed inactive.
8-86 Tack Coat - Emulsified Asphalt 11/14/1986 This CIM has been deemed inactive due to the following reasons: Dilution of emulsions is addressed in 804.01 where we say the additives must be approved by the Engineer; Overheating is addressed in 405.03(d) where the application temp range for each tack material is listed; Proper cleaning of tanks and distributors is the contractor's responsibility much like any other equipment maintenance task; Breaking of emulsion is mentioned in 405.03(e) and in the Construction Manual.
1-84 Contractors Pay Estimates 03/02/1984 This CIM was written in an effort to resolve timely payments to subcontractors and suppliers. This issue was more recently and appropriately addressed when Article 109.08 was revised to disallow prime contractors from holding retainage and to add prompt payment requirements; therefore, this CIM has been deemed inactive.
7-83 Procedure for the Transmittal of Design and Control Data to the Contractor 06/22/1983 GFO 3-77 addresses the process by which the Department will furnish electronic design data to Contractors; therefore this CIM has been deemed inactive.
1-90 Suspension of Contract Time for Company Vacations 02/12/1990 The guidance of this CIM was included in Construction Manual (CM) 108-7, Temporary Suspension.
8-2017 Warning Notices for Disqualification and Default 08/24/2017 The guidance of this CIM was included in CM 108-4, Prosecution of Work, and CM 108-12, Default of Contract.
5-2018 Non-payment for Overweight Loads 06/22/2018 This guidance of this CIM was included in CM 105-12, Oversize/Overweight Vehicle Permit and Load Restrictions.
